Sheff Wed Confronts a 'Significant Problem', States Football Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties constitute a "serious issue" and the football regulator is seeking powers to investigate clubs in such situations, its new chair the official has declared.

During an extensive discussion, the chairman, who was named to the position this week, showed understanding towards Wednesday's fanbase.

The chairman convened with four supporters' associations associated with the South Yorkshire club this week.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on multiple instances, including in last month.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and this week we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations brought to our attention if they need to be investigated and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months led to sanctions by the English Football League (EFL) in summer, preventing the club from carrying out any player acquisitions for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where people are committed to a regional establishment that has been part of their lives in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the followers."

Questioned about whether the oversight body could require an proprietor to divest a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an individual club, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of the sport, over the recent generations there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the oversight body this week and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish swiftly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any form of political activity."
